India makes final ruling on anti-subsidy mid-term review on China-related welded stainless pipes
On February 9, 2022, the Ministry of Commerce and Industry of India issued an announcement stating that a final anti-subsidy mid-term review decision was made against Welded Stainless Steel Pipes and Tubes originating in or imported from China and Vietnam, ruling that A**E- The BPE standard super welded stainless steel pipe is not eligible for the exemption, so it is not excluded from the products involved in the above countries.
This case involves products under Indian customs codes 73064000, 73066100, 73066900, 73061100 and 73062100.
On August 9, 2018, the Ministry of Commerce and Industry of India launched a countervailing investigation on welded stainless pipes originating in or imported from China and Vietnam. On July 31, 2019, the Indian Ministry of Commerce and Industry made a final affirmative countervailing ruling on the case.
On September 17, 2019, the Revenue Department of the Ministry of Finance of India issued notification No. 4/2019-Customs (CVD), deciding to impose a five-year countervailing duty on the products involved in China and Vietnam based on the CIF value. Among them, China 21.74% to 29.88% in Vietnam, and 0 to 11.96% in Vietnam.
The customs codes of the products involved are 73064000, 73066110, 73061100 and 73062100. On February 11, 2021, the Ministry of Commerce and Industry of India announced that it should be submitted by Kunshan Kinglai Hygienic Material Co., Ltd.
Initiating an anti-subsidy mid-term review investigation on welded stainless steel pipes originating in or imported from China and Vietnam, and examining whether to exclude special-grade welded stainless steel pipes that meet the A**E-BPE standard from the products involved.
